Meeting Minutes

Personnel Committee, July 31st, 2008

In attendance:  John Coyne, Rebecca Minnick, Joline Hart and Sarah Thompson

The upcoming Supt workshop on August 6th was covered - how we would run the workshop and the goals we wanted to attain with the whole SC.

The sub committee decided on the question of hiring a consultant - we felt the MSMA had a lot to offer to the Supt. Process and what we needed.  We are limited in funds but we will put out an RFP to gather more info about the cost of an outside consultants assistance outside of the MSMA.  Joline will put the RFP together and put out on behalf of the sub committee.  We will then review our decision.

We decided that the involvement of central office will be limited.  Joline as PPS HR director will have a continual role in the Supt search.

Sarah reviewed her meeting she had with the Institute of Civic Leadership.  It was discussed the ways that we can utilize the skills of the volunteers that have come forward to serve on the panel.  Make sure all parts of Portland is represented and that all constituent groups are also represented.   Keep a balance in the panel.

The sub committee decided that the interview panel will consist of 17 members outside of the SC and Joline.  It was decided as follows:

4 teachers (includes Teacher Union Pres)- (one each level)

1 Student

2 Central Office members (includes Multicultural Center)

1 Administrator

1 other PPS employee

2 Business Partners/Education Partners

4 Parents (multiple hats worn)

2 Community members

Panel members to be decided on 100% after August 15th deadline for submissions by community.

The panel consisting of the above members will provide “input” on the applicants to the school committee.  There will be an “education” session set up once panel is chosen to educate panel on their role, sc role, what is involved by state statue and laws regarding supt search and confidentiality.

The subcommittee reviewed the previous supt search timeline and MSMA timeline.  A timeline was decided upon unanimously to use for this supt search.  Timeline to be presented at supt workshop.  Subcommittee also decided on locations we would be advertising and what deadlines the various medias had.

Supt Job Description has been tabled until the next meeting which has been scheduled for Tuesday, August 5th at 5:30 p.m. in Room 321 at PATHS.
