School Properties Disposal
SCHOOL PROPERTIES DISPOSAL
A. Property shall be disposed of in the following manner:
- 1. Real Property
All real property held by the Portland Public Schools when no longer needed for educational purposes shall be returned to the City for disposal in accordance with State law and City Charter. - Personal Property (supplies, materials, and equipment)
a. Materials – All materials or supplies five years old or older and no longer used in a program shall be disposed of upon authorization by the Superintendent/ designee.
b. Textbooks – All books eight years old or older and no longer used in a program shall be disposed of upon authorization by the Superintendent/ designee.
c. Equipment – All equipment no longer used in a program shall be disposed of upon authorization by the Superintendent/ designee. Equipment may be traded in towards the purchase of new equipment without regard to this policy.
An exception to a., b., and c. above shall be when any such property exceeds $5,000 in value, in which case the Superintendent is to approve disposal or trade-in, and the City must be notified of any planned disposal of property so valued.
B. Regular full or part-time employees or elected officials interested in bidding or purchasing any used surplus school property shall do so according to the established procedures (e.g., auction, garage sale, etc.).
C. Disposal of personal property should be disposed of by the following means, as determined to be in the best interest of the Portland Public Schools:
- By competitive bid;
- By negotiation;
- By public auction; or
- By discard, if determined to be of no economic value.
