Equity & Belonging

Equity is a core commitment at Portland Public Schools. We recognize that public education has inherited systems that advantage some groups while creating barriers for others. Our work is to understand those inequities, listen deeply to the people most impacted, and take thoughtful, coordinated action to ensure every student and staff member experiences belonging, respect, and opportunity.

This year, PPS is strengthening and aligning its equity efforts across the district. We are building clearer systems, elevating staff and community voices, and grounding our decisions in data, research, and lived experience — including the Educators of Color Insights Report.

Our Focus Areas

PPS’s equity work is rooted in listening, collaboration, and continuous learning. We recognize that equity work is collective work. Our current priorities include:

Equity Steering Committee
A district-wide group that brings diverse voices together to help guide equity priorities, surface staff and student experiences, and review policies and practices through an equity lens.

Equity Professional Learning Pathways
A multi-level learning system that supports staff at different stages in their equity learning journey — from foundational understanding to applying skills to leading equity work. Student-facing staff have a specific focus on culturally and linguistically responsive teaching to support multilingual learners. Leaders are engaging in professional learning about identifying and naming bias.

Community Circles for Belonging & Connection
Identity-affirming spaces where PPS staff can connect, reflect, and build community with others who share lived experiences. Circles include BIPOC staff, LGBTQ+ staff, multilingual staff, caregivers, early-career educators, and more.

Strengthening Hiring, Onboarding & Retention Through an Equity Lens
We are reviewing employment practices district-wide to improve transparency, reduce bias, and strengthen supports — especially for educators of color and multilingual staff, who face unique structural barriers.

Using the Educators of Color Insights Report as a Guide
The report’s findings — especially the “impenetrable wall of whiteness” and “smog of cultural racism” metaphors — remain foundational in our commitment to repairing harm, improving systems, and strengthening belonging.

PPS Equity Definition

Equity means holding all students and staff to high expectations and ensuring they have the opportunities, resources, and support that reflect their individual needs, identities, and experiences.

Our Policy

Equity is achieved when there are no predictable differences in outcomes or experiences for any group — including race, ethnicity, gender, language, sexual orientation, and disability.
